Oracle Optimization, Proactive Oracle Tuning

Many DBAs begin Oracle tuning by focusing on the slow SQL statements.  Time to tune is often made only when there is an issue.  We believe that there is economic justification, a rational business decision, to make Oracle optimization a regular practice of the DBA team.
