Patch Analyzer recommending update 3164398 for SQL2016 when newer CU is installed

On our SQL2016 instances, Patch Analyzer returns an 'unsupported level' and recommends the KB3164398 hotfix:

"You should install KB3138367 if the build version of %SystemRoot%system32msvcr120.dll is not 12.0.40649.5 or later. To check the file version, open Windows Explorer, locate and then right-click the %SystemRoot%system32msvcr120.dll file, click Properties, and then click the Details tab."

two issues here:

1. The servers involved are already at 12.0.40649.5

2. The instances involved have had kb3207512 installed. Shouldn't that supercede 3138367 anyhow?
