Windows Uptime Agent Responding With Err

i have done several installations of windows agents and had no problems but now for some reason one of the windows xp machines (with uptmagnt-MS-4.6.1603 ) refuses to reply when telneting host port (or trying to add into uptime).

when issuing a telnet locally i get a blank screen and when trying to type version or sysinfo it kicks me out of the session with a msg ERR on the very first character i enter,
when i telnet from outside to the windows agent i seem to be getting a normal prompt but when typing version
i get ERR.

things i've tried and did not work:

restarting the uptime service from the windows administrative tools > services.
trying to review the incredibly fast growing log output from the agent console.
changed the messenger service of windows to automatically.
clear the password on the agent console.

i would appreciate if someone could help me out with this issue,
