Although 64bit machines have become common place, some techniques are still only 32bit. For example, whenever a PowerShell script tries to access a Microsoft Access database, this only works on 32bit machines because the MDAC drivers used for this are 32bit only. If you must run such a script on a 64bit machine, you should make sure you launch the 32bit version of PowerShell (its name contains a (x86) addition) and run your script from there. Or, you should get the latest updated MDAC drivers here.
